From the main menu choose Join → Favorites → Add Server.

Use any Server Name, set IP / Domain to 66.222.166.57, Port to 16261, leave Server Password blank, then Save.

Select Add New Account, make a unique username and password, leave Use Steam Relay off, then Connect. Steam installs the required Workshop mods automatically.
